Sidisi Brood Tyrant is the most popular sultai commander because she works so well in the color combination. I have been tempted to build her by a card in Rivals of Ixalan -- Path of Discovery. I cannot imagine a more fun synergy. In fact, Sidisi works so well in all the sultai colors combinations that Sidisi has an army of lieutenants in this deck to help the synergy, interesting interactions, and power-level.
